Launched in 2012 to support Lebanon’s initial findings and to explore the potential of the country’s hydrocarbon resources, the Lebanon International Oil & Gas Summit (LIOG 2021) provides THE meeting place for industry executives and experts to gain invaluable insight to the opportunities presented in Lebanon; the challenges and the road ahead for companies and investors.

With the new formation of the Lebanese government, everything is in place for companies to establish a presence in one of the most exciting nascent oil and gas markets.

The new cabinet is expected to benefit from great opportunities, particularly on the economic and financial fronts. The newly appointed minister of energy and water, HE Mrs. Nada Boustani, one of four newly appointed female ministers, will lead this process with a long and informed career within the ministry.

Held under the patronage of Lebanon’s Ministry of Energy and Water, the Summit will be at the center of the expected developments, including the start of exploration drilling in two maritime blocks, the launch of the second licensing round offshore Lebanon, and the introduction of Liquefied Natural Gas (LNG) for the first time to the Lebanese market through FSRUs.

Organised around the slogan, ‘A full stream of insights and opportunities’, LIOG 2021 will run over three days from 02 – 03 December, 2021 at the prestigious Hilton Beirut Habtoor Grand Hotel. It will include a two-day strategic conference, along with a technical day, covering the whole value chain of the petroleum industry in Lebanon.

With over 600 participants from around the world expected to attend again, including top public and private sector officials – this year’s edition of the LIOG 2021 Summit comes at a crucial time to provide a large crowd of participants with the best possible platform for insightful information and debate, and dedicated networking opportunities for purposeful meetings and building partnerships.

LIOG 2021 will delve further into the opportunities that are present in Lebanon’s energy sector as well as address the challenges and the road ahead for companies and investors in the field.

LIOG 2021: Why Lebanon?

The international oil and gas business and investment community has expressed huge interest in Lebanon and with good reason.

Substantial information and very positive data has been collated and Lebanon is positioned now for success with estimates of huge petroleum resources in its territories both offshore and onshore.

Based on the recommendation of the Lebanese Petroleum Administration (LPA), the Minister of Energy and Water, Cesar Abi Khalil declared in January 2017 that blocks 1, 4, 8, 9 and 10 will be open for bidding during the first offshore licensing round in Lebanon.

The LPA had already prepared a study driven by the following objectives that the Lebanese government aims to achieve during the first licensing round:

  • Hitting commercial discoveries that justify the required investments in infrastructure that will lead to the development of petroleum resources.
  • Safeguarding the rights of Lebanon to benefit from its potential petroleum resources over its complete exclusive economic zone

A set of different alternatives that satisfy the above objectives were studied and evaluated based on the following criteria leading to the selection of the open blocks, namely:

  • Implementing a gradual licensing policy that gives the Lebanese state, public institutions and the economy the time to adapt and benefit from this new sector in a gradual and transitional manner
  • Investigating the potential of joint development whenever possible
  • Ensuring a conducive business environment for international oil companies
  • Taking into account health, safety and environmental standards.

Promoting Lebanon’s Dynamic and Inspiring Opportunities

The Lebanon International Oil & Gas 2020 summit will build on the areas of discussion from 2019, including:

  • An industry and market update showcasing potentials and recent achievements, along with the latest on Lebanon’s first licensing round, and the prospects for future bid rounds.
  • Key issues like the return on investment throughout the value chain, as well as opportunities and challenges, are discussed combining government insight with that of international operators, right-holders and service providers. The attractiveness of Lebanon as a destination for investments in oil and gas is also to be discussed.
  • An in-depth understanding of the opportunities associated with possible facilities and infrastructure projects which will be needed for the development of the sector.

Speakers will be drawn from government and industry leaders and global experts attracting an audience of executives from government institutions, international operators, international and domestic service companies, banks, insurers, consultants, lawyers and all stakeholders with an interest in Lebanon’s exciting oil and gas industry.

LIOG 2021: Technical Programme

New for 2020: The 6th edition of the Lebanon International Oil & Gas Summit will include a technical day, sponsored by SPE International Beirut Section. This will feature a number of plenary sessions with an emphasis on digitization within the oil and gas sector as well as the latest in exploration and production technologies. In addition, specialized technical workshops will cover both line and support activities.
